The 2026 changes removed the previous 10% PAYE band and introduced the 25% band.

Under the current PAYE structure, the employee’s PAYE is UGX 38,250. Under the previous structure, the same employee would have paid UGX 52,000.
That is a difference of UGX 13,750 a month.
NSSF is calculated separately. The employee contributes 5% of gross monthly wages, while the employer contributes another 10%.
For a UGX 500,000 salary:
- Employee NSSF: UGX 25,000
- Employer NSSF: UGX 50,000
- PAYE: UGX 38,250
- Net pay before other deductions: UGX 436,750
The example shows why payroll software needs to reflect the current statutory rules. If an outdated tax table remains in the system, the same error can be repeated across every payroll run.
Employers should also review their July and August payroll returns if they used the previous PAYE rates during those months. The Uganda Revenue Authority issued guidance on updating PAYE returns following the 2026 changes.
Payroll in Uganda also includes Local Service Tax, an annual local government levy. It is separate from the PAYE bands but is deducted before PAYE is calculated. Employers should therefore check how a payroll system calculates, schedules and reports it.
